A Strange Rail Vehicle

Below is a photo I just won on ebay of an LNER vehicle from the days of the Big Four. (And before anybody says it, no, this was before I was born! 
)
The date is 1936, the location Darlington:
My question is, what on earth is (or was) it? Never seen anything so peculiar in my life!

Ah! Thanks - I had scoured that site for the answer, but I had entered the railcar number, which doesn't appear on that page as it does in the photograph.
Actually, if you look closely at the photo, it appears to me that the figure "2" in "23711" is slightly higher than the other numerals, suggesting that this could have been applied after the others...
