Ah! Thanks - I had scoured that site for the answer, but I had entered the railcar number, which doesn't appear on that page as it does in the photograph.
Actually, if you look closely at the photo, it appears to me that the figure "2" in "23711" is slightly higher than the other numerals, suggesting that this could have been applied after the others...
